Notice of Beijing Customs on Issuing the Supportive Measures of Beijing Customs to Facilitate the First China International Supply Chain Expo

  

The First China International Supply Chain Expo (hereinafter referred to as the CISCE) will be held at the Beijing China International Exhibition Center from November 28 to December 2, 2023. In order to further improve customs clearance support during the CISCE, the Supportive Measures of Beijing Customs to Facilitate the First China International Supply Chain Expo are hereby issued for your diligent implementation.


Supportive Measures of Beijing Customs to Facilitate the First China International Supply Chain Expo

I. Establishing a Regular Institution and Responding to Needs Anytime

As the regular customs institution serving the First China International Supply Chain Expo (hereinafter referred to as the CISCE), the Customs of Beijing China International Exhibition Center under Beijing Customs shall be responsible for customs supervision and service guarantee for the CISCE.


II. Deploying Personnel on Site for Service Support

During the CISCE, Beijing Customs will deploy personnel to the Beijing China International Exhibition Center (Shunyi Hall) to provide customs clearance, supervision, consultation, and other services.


III. Reducing the Burden on Overseas Participating Enterprises with Unified Guarantee Provided by Exhibition Organizers

Exhibition goods of temporary entry for the CISCE will be guaranteed by China International Exhibition Center Group Limited with bank guarantees or tariff guarantee insurance provided to Beijing Customs. Overseas exhibitors or their designated domestic transportation service providers holding the Certification Letter for Materials of Temporary Entry for the 2023 China International Supply Chain Expoand the List of Materials of Temporary Entry for the 2023 China International Supply Chain Expo issued by China International Exhibition Center Group Limited shall be exempt from submitting guarantees to customs on a per-ticket basis.


IV. Shortening Approval Time to Step up Efforts to Facilitate Participation in the Exhibition

For entry animals, plants and their products, animal and plant-derived food, and Chinese medicinal materials for the CISCE involving administrative approval matters for inspection and quarantine, the time limit for animal and plant quarantine approval shall be shortened. When an approval is handled by a customs authority directly under Beijing Customs, it shall be concluded within three working days.


V. Establishing Dedicated Channels for Expedited Procedures

Special customs declaration windows and inspection channels shall be set up at major ports for entry exhibition goods of the CISCE, and priority shall be given to customs procedures, including declaration, inspection, sampling, and testing, with instant checking on arrival.


VI. Facilitating the Use of Carnets and Extending the Temporary Entry Period for ATA Carnets

The time for re-export of temporary entry goods under an ATA Carnet endorsed by the Customs shall be synchronized with the validity period of the Carnet.


VII. Simplifying Entry Procedures to Facilitate Food and Cosmetic Exhibitors

Pre-packaged food and cosmetic products solely for exhibition shall be exempt from Chinese labels and sampling inspections, and the record-keeping certifications of their consignors and consignees shall be exempt from verification.


VIII. Simplifying Exit Procedures and facilitating Post-Exhibition Handling

Exhibition goods of temporary entry for the CISCE (excluding those under ATA Carnets) transferred to special customs supervision areas and bonded supervision places (exhibition vehicles shall be transferred to special customs supervision areas and bonded supervision places eligible for automobile bonded warehousing business) after the conclusion of the CISCE shall be allowed to go through verification and write-off formalities.


IX. Supporting the Normalization of Bonded Display and Sales and Expanding the Spillover Effect of the Exhibition

Enterprises within customs registered or filed in the special customs supervision areas or bonded logistics centers (Type B) (hereinafter referred to as “Regional Centers”), after providing guarantees, can submit bonded goods for exhibition, sales and other business activities outside the Regional Centers in locations designated for bonded display and sales for the CISCE.


X. Prioritizing Inspection and Issuance of Relevant Certificates for Eligible Exhibition Vehicles

Exhibition vehicles applying for conversion to general trade imports, after obtaining single-vehicle certification, obtaining the China Compulsory Certification (CCC), and completing the disclosure of environment protection information based on the stage-six vehicle pollutant emission standards in accordance with the requirements of the Law of the People’s Republic of China on the Prevention and Control of Atmospheric Pollution, shall be prioritized for legal commodity inspection and issuance of relevant certificates by customs.
